Product: HP Laptop and Samsung8 phone would print to the printer

Has anyone had a problem with their printed when you turn it on it only shows the HP sign and then the blue line across the screen and then there are circles and the circles only 1 is colored blue and then nothing else happens. I have tried un pluggin it for a few days and putting it back on I un hooked it front my laptop and then rehooked it. it is a new laptop. I just like to know if it is still going to work because I would get a new one while on sale this weekend the serial number is [Personal Information Removed]
