I have The same issue. I use the HP app on my phone and scan recently stopped working. I scan from an HP OfficeJet 4650.

I can print to the printer from the iPhone and I did reinstall hp smart. I received a message from the scan that seemed to indicate that it. couldn’t see the printer. I did some research and with the help of God I was able to find that cordless phones can cause problems with connectivity when the phone is between the router and the printer, which is where my phone was. I moved The phone, and I Re-joined my wireless printer to the router.  That worked.  Thanks a lot for your quick response.🙏🏻😀

To assist you better, are you using an Android or an iPhone? 

Have you tried reinstalling the HP Smart app?

Do you get any errors while trying to scan?

Are you able to print from your phone?

 

Check for any pending software updates on the phone and then reinstall the app.
