I cannot help directly - regional reset requires access available from an HP agent.
From what I understand (have been told), this service is one provided by HP agents in HP Facebook.
It might take a while - I don't know, but I'd guess the agents are under a heavy workload.
As I recall, you'll need ink cartridges supported in your new location.
