If the "app" to which you refer is the HP Smart application,

At this writing,

The HP Smart application is not supported on Chrome OS.

The application is supported on Android as shown in the details for the app in the Google Play Store.

Honestly, other than reading the details on a given application, I don't know how you'd know which application is appropriate for which platform.

"Why" might best be directed to the website where you get your Chrome OS applications.
