just purchased a new printhead with new starter cartridges. Getting error: can not read printhead or ink system

That's unfortunate. This could be an issue with the printer hardware. To resolve printhead related issues, refer to this document - Error Indicates Faulty Printhead.
Try reseating the printhead.
If the issue persists, please reach out to the HP Support in your region regarding the service options for your printer.
