Try these steps:

Uninstall Old Drivers:

  • Open the Control Panel on your computer.
  • Go to Programs > Programs and Features.
  • Find any HP printer drivers or software, select them, and click Uninstall.

Download Latest Drivers:

  • Visit the HP Support website for your specific printer model.
  • Enter your printer model (HP ENVY 5070) and select your operating system.
  • Download the latest full feature software and driver package.

Disable Windows Update for Driver Installation:

  • Sometimes, Windows Update might try to install an outdated driver. To disable driver updates from Windows, follow these steps:
    1. Open Settings > System > About.
    2. Click on Advanced system settings.
    3. Go to the Hardware tab and click Device Installation Settings.
    4. Select No (your device might not work as expected) to prevent Windows from automatically installing drivers.

Install Drivers Manually:

  • After downloading the driver from the HP website, run the installer and follow the on-screen instructions.
  • Make sure to connect your printer to the computer via USB only when prompted during the installation process.

Check USB Connections:

  • Ensure that you are using a reliable USB cable and that the USB ports on both the printer and the computer are functional.
  • Try using a different USB port on the computer.

Run HP Print and Scan Doctor:

  • Download and run the HP Print and Scan Doctor tool. This utility can automatically diagnose and fix issues with printer drivers and connectivity.

Update Windows:

  • Make sure your Windows operating system is fully updated. Go to Settings > Update & Security > Windows Update, and then click Check for updates.

Perform a Clean Boot:

  • Sometimes third-party software or services can interfere with the driver installation. Performing a clean boot can help identify if this is the case:
    1. Press Windows + R, type msconfig, and hit Enter.
    2. Go to the Services tab, check the Hide all Microsoft services box, and then click Disable all.
    3. Go to the Startup tab and click Open Task Manager.
    4. Disable all startup items in Task Manager, then go back to the System Configuration window and click OK.
    5. Restart your computer and try installing the driver again.

Thanks for all your trouble to guide me through a possible fix, Kuroi, but after trying your suggestions to get rid of that unnecessary HP update, Hewlett-Packard - USB - 2/10/2017 12:00:00 AM - 44.1.2402.1741, Install error - 0x80070103, the update is still appearing with an error message under Windows 11 Update. That same update appears three times under installed driver updates on 05/26/25, 05/28/25, and 05/29/25. As you might agree, I do not need that update again, and I want it to be eliminated under Windows 11 Update. My HP printer is HP ENVY 5070, and the above mentioned update is not even relevant to the printer that I have now. My HP ENVY 5070 printer works well, but I would like to eliminate the pesky unwanted update that I do not need.

I would very much your help with this problem and thank you in advance for a possible solution.

You're absolutely right—this update shouldn't be appearing repeatedly, especially since it's not relevant to your HP ENVY 5070 printer. The error code 0x80070103 typically occurs when Windows Update tries to install an older or incompatible driver. Here’s how you can permanently block this update:

 

Steps to Remove the Unwanted HP USB Update

 

Manually Uninstall the Driver (If Installed)

  • Open Device Manager (Win + X → Device Manager).
  • Expand Universal Serial Bus Controllers and look for any Hewlett-Packard USB drivers.
  • Right-click and select Uninstall device, then restart your PC.

 

Pause Windows Updates Temporarily

  • Go to SettingsWindows UpdateAdvanced Options.
  • Select Pause updates for 7 days to prevent Windows from reinstalling the driver.

 

Check HP Support Forums for Similar Issues

  • Users have reported similar problems and possible fixes in HP’s support community.
