Let's start by uninstalling the HP Smart App from your Mac. Refer to this Link: https://support.apple.com/en-in/guide/mac-help/mh35835/mac
Then refer to this Link: https://support.apple.com/en-in/guide/mac-help/mtusr001/mac for help in creating a New User Account on your Mac
Next use the new User Account and download the HP Smart App. Link: https://apps.apple.com/us/app/hp-smart/id469284907

Okay . . . I tried re-installing the HP SMart application under a new user account.
I download the software successfully, open the HP Smart page, selected the box indicating I had read the legal info, and it bombs.
The hp Smart App was working flawlessly until the latest Mojave operating system upgrade and I have had tried at least ten time to re-install the Smart App and it simply will not work.
Beats all I have seen. Are other Mac Mojave 10.14.6 users having the sames issues?

Please run the Disk Utility. You can follow the instructions in this Link: https://support.apple.com/en-in/guide/disk-utility/dskutl1040/mac
If the issue persists try installing another App similar to HP Smart App in the new User Account and let me know if it gets installed
You can try installing the HP Easy Scan from the App Store just to check if it's an issue with the Mac OS. Link: https://support.hp.com/in-en/document/c04788799
