I believe HP does not include CD with new printer because the CD may be out-of-date when opening the box. Please download Software, Drivers, Utilities, Manuals .... from the following link for all HP Officejet463x (where x=0 to 9) printers:

@banhien is correct. The full feature download is the exactly the same information and drivers that would be on a CD if it was in the box, but with the benefit of being up to date.
