We recently moved to China in the midst of this pandemic and our printer does not work. It seems HP now has regional settings unsuitable for expat communities - our other brand printer works just fine. For the HP5275 the 680 cartridges available here for this printer aren't accepted. Can I receive the steps from someone, it boils down to a series of codes I need to input in the software.

We need to perform a regional reset on the printer to resolve this issue.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
In order to access your private messages, click the private message icon on the upper right corner of your HP Forums profile, next to your profile Name or simply click on this link.

That was helpful, issue solved. Can I inquire about the F4580. I know it's much older and the move may have simply whacked the poor old printer. There is no display but it's also rejecting new cartridges which in this region also have different numbers.

You'll have to create a new post for the same with the cartridge details i.e., mention both the new and old cartridge numbers along with the complete printer name.
We can check if there is a possibility and let you know 🙂
