After rebooting the computer at 1:00 PM, the printer no longer prints in color.

As of yesterday at 1:00 PM, the 3830 lost the ability the print in color.  

 

Curious, could this be a wireless issue and what are the thoughts on plugging it in with USB.

It could be. Do try printing with the USB.

 

Also, upgrade the Printer's firmware: https://support.hp.com/in-en/document/c02919168
