Our PCs that were "fresh loaded" or came with Windows 10 version 1809 (October 2018 update) cannot print to our fleet of OfficeJet 5740e printers over a network -- either ethernet nor wifi. They work fine if you connect via USB. We have downloaded the 'latest' print drivers (September 2017) and they don't work.
What's most frustrating is that PCs running Windows 10 version 1803 work fine. Then MOST work fine when UPGRADED to version 1809.
There are a bunch of other posts on this, but the 'fixes' are for upgraded PCs. So upgraded PCs work fine, "fresh load"/new PCs don't work. This problem is starting to show up in product reviews for this printer in a few places.

I contacted the printer network team at Evanyouritguy.com and they came up with a similar answer. This may be the simplest answer if the printer drivers are already on the PC:
a) Install the basic drivers for the printer/scanner from hp.com
b) Connect the printer/scanner as part of the install
c) Scanner works, Printer does not at this point
d) Create a TCP/IP Port (using the printer IP Address) with SNMP turned off (Devices > Printers & Scanners > Print Server Properties > Ports > Add Port)
e) Reassign the printer to the TCP/IP Port (Control Panel > View Devices and Printers > Click on Printer > Printer Properties)
Under General RENAME the printer to something like "HP Printer" to differentiate it from the Scanner
Under Ports > Select The TCP/IP Port > Apply
f) Note you will see three devices associated with this -- the Scanner, the new printer, and another printer with 'driver unavailable'.
You can now print and scan without difficulty.

Ok -- found a workaround from another post.
a) Leave the printer installed via the downloaded HP driver (basic or full). This is critical as you can 'scan' using the application after adding the printer as indicated in b)
b) Add the printer manually through control panel, devices and printer, add printer, The Printer I Want Isn't Listed (DO NOT CHOOSE THE PRINTER EVEN IF ITSHOWS UP), TCP/IP printer
Is a workaround for now.
