Is there a driver or some type of upgrade that will permit me to print “postscript” quality output with my HP?

No.

The printer must support the PostScript print language in the hardware level, the HP Officejet Pro 8630 only supports the PCL3 print language.

To use the Postscript print language, you must use a printer which supports a such, such printing language is supported mostly by select HP Laserjet printers, there are some Officejet printers to support a such, such as the Officejet Pro 8730 or 8740 as an example:
