Operating System: Microsoft Windows Server 2019

I'm building a printing solution to one of my customers to allow cloud server with public IP address to be a print server for 100 printers with local IP address.

 

These Printer are available in different locations. Each printer is HP printer and it has access to internet.

 

How can I add the 100 local printer to cloud print server ?
