Operating System: Microsoft Windows 10 (64-bit)

HELP: I have a PC laptop OS 10. I am trying to scan with HP Smart app. The app keeps asking me "Do you want to help make hp smart better by sharing usage data? It does not matter if I answer yes or no. The app will not open. I can see from this message board that others are having the same problem today. Please advise how to fix/and or your ETA for a problem residing with HP. thank you
