New internet service and HP Envy 4500 series is not connecting to the internet

I am having trouble reconnecting my printer to a new internet service provider. I have removed the printer and added it again still no connection. The blue light keeps blinking. When I print the report it says under Settings - No Filtering = FAIL what does that mean exactly? I have no idea how to fix that problem any suggestions?????????
