Unable to connect to Web Services

I just brought a DeskJet Plus 4130 printer yesterday, and follow the instruction to set up in HP Smart App.

After connecting to the WI-FI of the student accoumadation, the HP Smart App and EWS both show that I have successfully connected to the network.

And move on to instant Ink plan and need to input my claim code and then it shows my printer is offline, Unable to connect to Web Services. The network or Internet connection might be unavailable, or the server might be temporarily busy or unavailable.

Can the student apartment’s network use the HP Instant Ink plan or how should I set it up to successfully connect the printer to the network?

I'd like to help!

Guest or public networks (such as networks found in apartments, coffee shops, schools, or hotels) have additional security features that can prevent printing.

You would have to connect the printer to a private network.

i have same issue but on my home wifi, tried everything, annoyingly i can print just can't order ink via link service

 May I have the exact model name of the product? Refer to this document for steps to find the product details. Do not share any of your personal information such as serial, phone number, email ID, etc.

Is your printer connected to the public network?
