Unavailable showing despite printer connected

I currently use a macbook (macos mojave) and android phone. The printer I have (hp printer deskjet 5275) is connected to the same wifi as my phone but it shows as unavailable on the app. I wonder if this is because the wifi i use is from a hotel.

Yes, hp printers may not work on public networks, like schools, and hotels.
