@diane311, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

I understand how confusing it can be when your HP printer shows as offline, especially when your internet and dial tone are working fine. Don’t worry, I’ll guide you step-by-step to get your printer back online.

Here are some steps to try:

Check Printer Connection

  • For Wi-Fi Printers: Make sure your printer is connected to the same Wi-Fi network as your computer.
    • On the printer control panel, go to Network Settings > Wireless Settings > Wireless Setup Wizard and reconnect to your Wi-Fi.
  • For USB Printers: Ensure the USB cable is securely connected to both the printer and your computer.

Set Printer to "Online" Manually (Windows)

  1. On your PC, go to Control Panel > Devices and Printers.
  2. Right-click your HP printer and select See what’s printing.
  3. In the new window, click Printer in the top menu.
  4. If Use Printer Offline is checked, click it to uncheck it.

Restart Print Spooler Service

  1. Press Windows + R, type services.msc, and press Enter.
  2. Scroll down and find Print Spooler.
  3. Right-click it and choose Restart.

Reinstall or Update Printer Drivers

  1. Visit the official HP support page: Official HP® Support
  2. Enter your printer model and download the latest drivers.
  3. Install them and restart your computer.

Note on the "Dial Tone" Mention

If you’re hearing a dial tone or suspect someone is calling, it might be unrelated to the printer. HP printers don’t use phone lines unless they have fax functionality. If your printer has a fax feature, make sure the phone line is connected only if you're using fax, and check that Auto Answer is turned off if not needed.

I hope this helps.

Take care and have a good day.
