It appears you are missing another bushing which is the same as used on the T and Z series plotters.  You have those two holes in the back of the carriage and the bushing is secured into those holes.  It is not shown in the service manual but does appear in the T and Z series.  Below is a link to a place that sells it.  It does not list the DJ500 but I am sure the part is the same.

You are also missing the black piece where the flat cable goes into the  carriage frame, but is does not matter as that is not effecting performance.

Look at the picture Jason posted and it looks like he has a red line pointing to the spot.  If you have those two holes open that is where the part goes.  Yes it will effect performace.  If the part is present on yours then that is not the issue.  Also in looking at your picture of the carriage and belt it does appear that you belt is starting to age.  If you look at the grooves you will see that white material between the grooves which is actually the belt breaking down.  Some of that material has also gotten on the motor shaft and the pulley on the right.  That will effect performance.

Very hard to get a good shot of the item.  Attached is a page from the service manual which shows the part during belt replacement.  In the picture it is the piece that has the letter pqm on the right side of the piece.  That is the rear bushing which very rarely comes off of this model.  On the T and Z series it has a habit of falling off during belt replacement.  I really do not think yours is missing and honestly think you may be having the start of a bad belt.  Lube the rail with synthetic oil lightly and see if that makes a difference.
