HP Officejet Pro 8620 A7F65A

I am trying to install a new HP 951XL Cyan ink cartridge into the cyan cartridge slot in an Officejet Pro 8620.  The cartridge will not fully insert.  The package labeling says "Product CN046AN OPTION 140."  On the back of the package is printed "CHINA Dec 2018."  The cartridge label says "CN046A Warranty ends: 2018/03  Made in Malaysia."  Markings on the cartridge says ">PP<  CB2."  This cartridge was purchased at Best Buy.  Why will this cartridge not insert?

I took the cartridge to Best Buy.  They compared it to a new 951XL Cyan cartridgte.  The Key slots on the back of the two cartridges were not the same.  They exchanged the old one for the new one.  The new one fits fine.

The labeling on the cartridge indicates it was the correct 951xl, made in March of 2016.  I assume it must have been a one-off issue rather than a bad mold, otherwise there would be millions of cases.
