BLUE STRIPES ON PAPER

I have a HP color laserjet 1600. It works fine (mostly) except it prints two vertical lines whenever I print something. I have cleaned the transfer kit but it comes back. It seems blueish in color. Would this be a problem with the blue (cyan) toner cartridge or is it something else?

I went to Staples. There was a East Tech Expert that I asked the same question. He said it was the toner cartridge. He said 9 out of 10 times, it is the toner cartridge. He said the 'shake' it gently. He said if the problem still exists to buy a new cartridge. I did but it didn't. I bought a new cyan cartridge. It solved the problem. There are no more blue stripes.
