My printer stared flashing and showing the error message "Printer Error Please Turn off and the turn on" then it give me a blue screen with error code B83A4ED.
I press the power buton and all it does is a restart. It doesn't shut down completely. So i looked it up online and it says to unplug the power cord so i have. Still same thing, flashing lights and error message, then blue screen flashing once and back to error message.

Going through your post, I understand that you are getting a blue screen on your printer with the error code “B83A4ED”. Try performing a power drain on the printer as suggested below to try and fix the issue. Here are the steps:
Remove the cartridges from the printer.
With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
Remove USB cable, if present.
Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord (This is important) and then plug back the power cord to the printer.
Turn on the printer and wait till warm-up period finishes and the printer is idle and then try inserting the cartridges.
If the issue persists, then the issue could be with the printer hardware. I would suggest contacting the phone support for printer service or replacement. HP Technical Support can be reached by clicking on the following link: http://h22207.www2.hp.com/us-en/?openCLC=true
Please let me know if this resolves the issue, or if you require further assistance!
Good luck 🙂
