I checked and the power source and cord are fine. The power box has a green light and one of the ink lights is on - steadily.
I have tried to do a power reset by unpuging for 15 seconds, but that did not change any thing.
I was trying to print a document a few days ago, the green light was blinking and one of the ink lights was on - not blinking.
When I pushed the power button the green light went off and will not come on any more even if I push it.
I want to change the ink cartridge, but when I open the cover the cartridge tray does not move into view as it should.
Is it repairable?

I understand that you are having a problem with turning the printer on. I will try my best to help you with this. In this document for The Printer Will Not Turn On or Respond are steps that may resolve your issue.

This did not help. I already tried all of these steps.
still the same - no green light, but I know there is power because the ink light is on.

I am sorry that did not work. I suspect that something is blocking the carriage. I am sending this document for A 'Carriage Jam' or '0X610000F6' Message Displays on the Computer. In it are steps for checking for paper and debris. Please get a flashlight and see if there are any broken pieces or paper blocking the carriage path. Also check if one of the ink cartridges has popped up blocking the carriage from moving.

So the carriage wouldn't move at all, and you followed all the suggested troubleshooting.
If the printer is still within warranty you could contact HP Support....
