HP Solution Center will not function because device (C7280 All-in-One) installation is not complete

HP Recommended
Photosmart C7280 All-in-One
Microsoft Windows 10 (64-bit)

This identical problem also occurs with Windows 7 & Windows 10 (both wireless). HP online help instructs to remove HP software and reinstall, but this does not help. Windows 10 does not alow the Bing Bar that is included, but Windows 7 does, so can not see that as cause, One of our laptops was still able to use HP Solutions Center with Windows 7 from an earlier installation (2012) , but deleting document that did not print from the queue reuuired deleting & adding printer. After that it gaives the same problem.
