New cartridges have little covers on them that have to be removed - like little pieces of tape that cover the end.
You may have to print a self test page before the printer will continue - printers like to run self-tests when the ink is changed to make sure everything is "OK". Look at the small screen on the front of the printer. Scroll through and look for a Self-test or Print Test Page option.
A lot of printers can be "enhanced" with the Full Feature Software.
If Full Feature Software is available for your printer:
If you can find and install the FFS for your printer, changing ink, performing self-tests, and keeping track of what your printer needs will be easier. Also at your printer's website, you might find (in the last category), print diagnostic utiltiies to help you when your printer is not working as it should.

In many cases, you can (re)install the Full Feature Software for your printer to enhance its capabilities.
(Re)install the basic driver or Full Feature Software:
Drivers control hardware connected to the computer (wired or wireless).
Software controls the programs that interact with the User.
Enter your Printer Model information, and then go to Software and Drivers...
Enter your Operating System in the Drop-down menu... Scroll down
Look for category Driver - Product Installation Software
Select the appropriate Basic Driver or Full Feature Software – if available for your printer Save the *.exe installation package on your computer -
NOTE the name and the location - the *.exe file will likely save to "Downloads “Install the Software / Driver installation package: It will be named *.exe – the package will most likely be located in the Downloads folder. If you have ‘Admin’ control, you may highlight the package and “double-click” to install it, else Right-Click, Select ‘run as Administrator’ and install.
NOTE: There is sometimes a lot of information at the printer’s website. Be sure to take an extended look at what’s available.
I have a CP1700, I've replaced both the print head and ink. Magenta does not print with the new print head but will with hold, however quality is unusable. Did I get a bad Print Head? if so how do I get a refund? Vendor says I have to talk to HP
@dave12258, sorry that you are having a problem with the new print head.
Sometimes you can get a bad print head out of the box. Make sure the stickers are off the contacts on the printer. Since you just purchased it, it is under warranty, so you could contact HP Support (1800-474-6836). This can be replaced if you like.
The problem may be the actual print if the print head is still not printing out magenta.
