Perhaps you got the wrong person.
Make sure you have your serial number ready.
Call again, follow voice prompt entering correct numbers to get to support for printers.
Once a person answers the phone make sure (ask them are they in the printer support group), if they are great, if not ask to be transfered to printer support because you want to open a case.
The printer support will ask you some questions ; name, address, phone number where you can be reached and serial number.
Have them put following in your case for future reference for the escalation group.
Tell them to go to the "Officejet Pro 8600 Plus connection issue - HELP!" forum and go to page 9 (nine). Have them cut and paste the entry you talk about traces showing no rrsponse from printer to arp request.
Have them read it back to you so you know they copied correct info and they copied it all.
Work with them. Except I wouldn't reset your printer back to factory default settings ( immediately ) if that is suggested.
Your information is valuable and will help escalation team.
Don't give up. Be patient and persistent. HP does want to solve our issues. But it will not happen overnight and possibly even a few week. I was fortunate that using static IPs was a workaround that worked. The original issue if using dhcp may not get fixed for several months but at least I don't have to go upstairs and powercycle any more.

Almost the same issue.
My printer already had CLP1CN1150CR firmware version installed -was bought last week.
I've configured IPv4 for manual IP, subnet mask, DNS and so on, with no results.
While the printer is connected, no printing issues.
The only issue is the printer disconnection from the WiFi router after sometime, without a constant period of time. It may stay connected for an undetermined number of hours, then disconnects.

Same issue. Wired network connection. Printer doesn't lose network connection. Just appears to not wakeup. Most times I can turn the printer off, then back on. It'll have the same exact IP, but suddenly the job in the queue starts printing. This is a great printer but it has me cursing it daily. Until this is fixed, I wouldn't recommend it to anyone.

See my detailed summary which I posted earlier.
In my situation didn't matter if it was wired or wireless. What did matter and worked was switching from dhcp to static.

Sorry for not having my posts updated...
Perhaps within the same day I posted my last message, WiFi connection was lost once again, an so on for several days disconnecting and having to manually reconnect the printer to the network.
I then changed the WiFi Network from that of my cable modem to the one of my Apple's Time Capsule, and no new issues since -for more than two months and continuing.
So I have to recommend you all a try with another WiFi router, maybe from a friend. Perhaps you get the same luck.
