I have been trying to send a 3 Page Fax. Only the first 2 pages go through, but Page 3 stays in the upper tray. Print report following Page 2 says Error 290*. How come Page 3 does not go through so the fax can be sent?

Fax error code 290 falls into this category in HP Fax Products - Error Codes and Solutions

The telephone connection was lost or disconnected.
  • Retry the transmission.
  • If the error persists, and error correction is in use for the fax session, disable ECM.
  • Set the host machine to receive at a slower transmission speed.
There was a communication error with the sending fax machine.
Retry the fax reception when telephone line conditions have improved. Call the telephone provider if line conditions fail to improve.

Data transmission is different from voice transmission.  Most phone lines, be they rat chewed, old, and weather worn, can handle a phone call, that is, two people talking to each other.

Data Transmission requires clean, clear phone lines (no static or noise on the line), decent transmission stations through which the data travels, decent phone lines at the receiving end, and decent equipment (fax / printer hardware).

The printer / fax machine is likely fine -- it is all the other stuff between you and the fax machine at the other end that usually causes issues.

The User Guide > Chapter 6 Fax > Section Change Fax Settings >> Page 72

If the solutions do not work (and / or you do not control the "remote" machine), then send the third sheet of the fax separately with a cover sheet that indicates the page is 3 of 3.

Commentary

"Your problem?"

If the problem lies within your local phone line network (inside wires or wires under your house), then consider moving the printer at least for testing purposes.

Move the printer to another room in which you have a phone line outlet.  Wire integrity in the same house can differ from one location to another.

IF the entire phone line network coming into your house is so noisy that it is difficult to use the line for voice communications (calling the office or your friend), it is worth asking the phone company to take a look.  Having the line repaired / replaced for one need can help fix the problem with the other.

Assuming there is nothing wrong with voice communications, you (likely) cannot do anything about the phone company lines (outside your house) unless you are willing to pay for a Data Line (not cheap).
