This is rediculous and unacceptable.

 

Will someone please answer this question.

 

This bug has been active for a very long time.  You have known about it for years.   It is a giant security problem.

 

Is it a government back door or something?

As I understand you are getting an error message on your computer screen while shutting down the PC. Don't worry as I have a few steps to help you get through this concern,

 

To provide you with an accurate solution, I'll need a few more details:

What is the product number of this computer? (Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...) http://hp.care/2bygf7l

Did this happen after the recent update/upgrade to Windows 10?

 

In the meantime, let's try to perform a Hard reset on the printer and make sure that the printer is connected directly to the wall outlet and not to the surge protector

With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.

Remove USB cable, if present.

Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.

Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.

Turn on the printer and wait till warm-up period finishes and the printer is idle.

 

Next thing, I would suggest here is to run a complete scan on the PC

 

Press Windows Key + R for Run command – Type %temp% and click on OK to open the Temp folder – Press Ctrl + A to select all the files and then hit Delete key.

Run the Disk Cleanup

Run the Windows update

Run the System File Check ("sfc /scannow")

 

If nothing works we would have to perform a clean install of the printer, please do respond with the details and the results of the troubleshooting for further assistance.
