I get green circles with check marks on all previous operations but hangs on WIA. If I try to use scan and capture, I get a "general failure" message. I also tried to restart the WIA in sevices.msc but got an error #1061 that "The service cannot accept control messages at this time."

I have read your post and understand that you need assistance to get the printer working as you are having errors while trying to fix it. Is that, right?
This issue seems to be a one of an issue to which I believe it is relative to the operating system. I suggest you perform the Windows update and check if that helps.
Also, try creating new user account and check If you can install the printer software to it and check if that work.
This should solve the issue. Let me know for more solution.
