The Deskjet 450c drivers are delivered through Windows Update as shown here.

Oops - I read the request as for the Deskjet 450 rather then the Designjet 450.  For my Designjet 650 I have had good results using the XP drivers, if you have a 32 bit version of Win 7 you might try this.  For 64 bit versions of Windows 7 there is a link in JDM13's post of Aug 7 here that may resolve your issue, I have used this successfully for the Deskjet 650c on Win 7 x64. 

 

This forum is focused on consumer level products.  For the Designjet you may have better results posting in the HP Enterprise Designjet forum here.
