For someone that works for HP you should read what you are posting, as well as where you are directing people with your links. The INITIAL POST is concerning an HP ScanJet! Not a printer! Check the HyperText link that you posted! It directs a user to in-OS drivers for a PRINTER!!!! I am not a smart man, but I do know the difference between a PRINTER and a SCANNER!!!
Printer = OUTPUT
Scanner = INPUT

I got to this page because I have windows 7 and need to re-install drivers for my HP Scanjet 7400c.
The first link - that says follow these instructions simply fails.
The second link - about the software simply goes to a "Windows 10" page on microsoft.
I buy HP products because they are reliable and last a long time - longer than the operating systems for Windows.
I am looking for a windows 7 driver for the HP Scanjet 7400c. Microsoft does not supply them anymore.
Why doesn't HP have the last windows 7 driver?
Is HP going to allow Microsoft to obsolete their equipment? It isn't a Windows Scanjet, it is an HP Scanjet.
Where is this driver?

Either remove this post or fix the broken links please. Frustrating to read a solution that is no longer valid on an HP site because HP moved or deleted pages.

My error appears to have been that prior to reading these excellent instructions, I had already installed the 7400 base file under W7, not XP-SP3.
I used PnPUtil -d oem###.inf to get rid of two of the three driverstore packages.
After reboot and install of the drivers correctly, and another reboot, the PNP feature did its thing correctly, BUT the PrecisionScan software refuses to see the scanner, despite it being listed without warnings or errors in Device Manager.
If anyone has any ideas, I'm all ears...
BTW, snagging the precise file names cited in the instructions gets you both files, the Precision software AND the 7400 drivers are both on CNET.

In may case it works with windows 7 Pro.
I did only 12 steps.
You dont need prescision pro 3.02 program, actually.
After drivers was installed,
just go to the Control Panel -
Devices and Printers -
find scanjet 7400 and start scan.
