When I lift the top to put a copy on the glass screen, there is a white "backing" on the top part that sits behind the article to be scanned or copied. It was secured with double stick tape. this tape has come loose. What is the proper tape to get to replace it....and where can I purchase such tape?

Probably any double stick tape should work.

I tried Scotch brand double sided tape and it did not stick to hold the part. Does HP sell replacement tape? It seems ridiculous that a $400 printer fails to work because of double sided tape.

Since you want it up there permanently, try using glue.
