usb nor wifi will work to print a document from laptop    printer does work

As I Understand you are unable to print from your Toshiba c655 to the HP Deskjet 3521,

No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution: 

Do you mean the HP printer works as a stand alone but not on your laptop?

Does it work on other computers or other operating systems?

Do you get any error messages during the print or when you attempt to initiate a print?

 

If you've already installed the drivers for windows 10 and it doesn't work, 

Perhaps, you could make use of the windows built-in drivers to help your cause: Click here for details.
