This is a typical error if you are not logged as an administrator, or somehow you had security setting that restrict the access of system files?
1. Is your Windows 8.1 the preview version? is it "activated"?

2. Do you have virus protection or other special app running, that might blocking you making system file changes?
3. were you able to run Windows Update and successfully apply updates? Were you able to install other programs like Microsoft office?
You might want visit Microsoft support forum for more help.

Re: error 1321

Error 1321 is not listed. Why not?

Error MSI.MSI_product is not listed. Why not?

Re: error 1321

Hi hedde,

Sorry for the confusion, I should have stated that the steps in this document for Windows 8 will work for Windows 8.1. Give them a try and let me know how you make out.

Thank you.
