Hi,Before setting Google cloud print on your Chrome OS device, you must have an ePrint email address for your HP Printer.
Before you start setting up ePrint on your HP Printer, please ensure the printer must be connected to the wireless network. (See: how to connect HP Printer to wireless network)
Generally speaking, to setup HP ePrint for your printer, you need to turn on Web Services from your printer and link your printer to HP Connected to get your printer’s email address.

If you cannot turn on the Web Services from the printer display panel, try to turn it on using printer Embedded Web Server (EWS).
Once you got your HP ePrint email address, sign into your Google Account in Chrome Browser, then register your HP Printer to your Google Cloud Print here.Hope this help.
