officejet pro 8600 cant open solution center

I installed officejet pro 8600 and I cannot get the solution center to open. Where can I go to download the solution center? I have a windows 7 64 bit operating system I get the message that my device installation is incomplete that I should rerun my setup. I am using a network connection.  I have rerun the setup several times.
