I have followed all the steps to clear the paperjam. This is the second printer in less than three months that has done the same thing. There is no paper in the printer and there wasn't a paper jam in the begining. I scanned a paper and went to print it and without picking up any paper from the tray even it gave me the paper jam error message.

I understand that you have an HP Officejet Pro 8600 e-All-in-One Printer. I read that though there is no paper jam in the printer, the printer gives a paper jam message. Also, the printer does not pick the paper. I appreciate the steps you have performed and have certainly done a good job.
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
NOTE: I understand that you have performed some troubleshooting already. So if you come across any steps that you have performed then you may skip them and continue with the next step.
Disconnect the power cable from the printer while the printer is still ON.
Disconnect any other cables if connected the printer.
Press and hold the printer’s power button for 15 seconds.
The printer should be directly connected to the wall outlet and not to a surge protector. Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
Please refer to the step (Solution five) from this link to clean the rollers.
Also turn off the printer and try to move the print carriage manually and see if it moves or is stuck firmly.
