psc 1310 series print cartridge error

I have a stubborn "print cartridge error" message that has completely disabled my print/scan/copy functions.  I have installed new ink cartridges, cleaned the contacts, uninstalled and reinstalled the original software, unplugged/replugged the power and USB cables; run and applied the HP diagnostics app (which tells me there's nothing wrong with my printer!);  nothing works.  Does anyone know how to fix this problem?  Thanks
