"SLIPPED" FRAME WHEN TRYING TO PRINT OFF WEB

Windows XP

The "frame" seems to have slipped upwards....so that the "PRINT" box has disappeared under the top strap line thing.....while I get a view of the bottom of the webpage in the window behind the printer......hope that's been described so that people  can understand it!  Have tried "click and drag," but it doesn't let me grab the frame edge.
