If you're being declined as the printer is out of warranty follow the steps on screen to dispute by selecting Cartridge / Accessory in warranty, then you will be provided with a case number and a phone number to contact HP.
A support representative will guide you with the steps to perform a pen regionalization and set the printer to accept the local cartridges from now on.
