using set-up cartridges

Officejet Pro8630
Microsoft Windows 10 (64-bit)

Printer will not let me use new 'set-up' cartridges to replace used ones. Why is this? dosen't make sense - any way to get around.

They are brand new unused cartidges from another printer I have but am not using.

The setup cartridges are needed for the initial setup.  Once the initial setup cartridges are depleted the printer cannot use setup cartridges, only retail cartridges.  Further, you *will* need the setup cartridges on the other printer when it is put into service.

See the document here for information on setup cartridges.
