Hi @GFilieau ,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand the copy function on your HP OfficeJet 4650 has developed an issue, while scanning and printing remain normal. Since copying involves scanning the document and immediately printing it, the problem could be with the way the printer is processing the copy command. Here are some troubleshooting steps you can try:
1. Power Cycle the Printer
- Turn off the printer and unplug it from the power source.
- Wait about 60 seconds.
- Plug it back in and turn it on. Then, try copying again.
2. Update Printer Firmware Update the firmware on an HP printer
- Outdated firmware can cause performance issues. Check if there’s a firmware update available for your printer:
- Open HP Smart or HP Printer Assistant on your PC.
- Look for firmware updates and install them if available.
3. Check Copy Settings
- On the printer’s control panel, make sure the copy settings (like quality or paper type) haven’t been altered to settings that may slow down the process.
- Set the copy quality to Normal instead of Best, as higher quality might slow down the process.
4. Reset the Printer to Factory Settings
If there was a recent software change, performing a factory reset could help:
- Navigate to the printer's Setup menu.
- Select Tools, then choose Restore Factory Defaults.
5. Clean the Scanner Glass
Dirt or debris on the scanner glass can sometimes cause the copier to slow down, as the printer takes extra time to process the scanned image.
- Use a lint-free cloth with a small amount of glass cleaner to gently clean the scanner glass.
6. Test Copying in Different Modes
- Try copying documents in both black and white and color to see if the speed is affected differently.
- Use single-sided and double-sided copying to test if the slowness is related to the copy method.
7. Update Printer Drivers
Ensure you have the latest drivers for your printer:
- Go to the HP Support Page and enter your printer model (HP OfficeJet 4650).
- Download and install the latest drivers compatible with Windows 11.
8. Check for Background Print Jobs
If multiple print jobs are queued up, this can affect the speed of copying. Ensure there are no stuck print jobs in the queue:
- Go to Devices and Printers in Control Panel.
- Right-click your printer and select See what's printing.
- Cancel any queued jobs and try copying again.

I hope this helps.
Take care and have a good day.
