Accessing ink cartridge on Deskjet 6988

HP Deskjet 6988 Printer
Microsoft Windows 10 (64-bit)

HP Deskjet 6988 printer.

Print jobs hung up in queue. Error message says black ink cartridge should be changed. 

No problem, except I can't access the ink cartridges. A white bar has appeared in front of the ink cartridges, preventing access. The bar has 2 graphics on it - a power button with a large arrow below it (and pointing to it), and a power button with a small lines around the circle (indicating ON??)

Can't get the bar to retract to allow access.

Any suggestions?
