Hi @redking720,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand your HP OfficeJet 6950 All-in-One Printer is not printing blue despite replacing the cartridge and performing head cleaning cycles, the issue could be related to several factors.
Here are some troubleshooting steps you can follow:
1. Check the Ink Cartridge:
- Verify Ink Levels: Make sure the blue (cyan) cartridge has sufficient ink.
- Use Genuine HP Cartridges: Sometimes third-party or refilled cartridges can cause issues. If you're not using a genuine HP cartridge, consider replacing it with one.
- Cartridge Reinstallation: Remove the cyan cartridge, inspect the contacts, and then reinstall it to ensure proper connection.
2. Run a Printhead Alignment:
- Perform a Printhead Alignment from your printer's control panel or through the HP software to ensure the printhead is correctly aligned.
3. Deep Cleaning Cycle:
- Run a deep cleaning cycle if your printer has this option. This can sometimes resolve more stubborn ink clogs or issues.
4. Manual Printhead Cleaning:
- If the automatic cleaning cycles don’t help, you can try cleaning the printhead manually:
- Turn off the printer and unplug it.
- Remove the printhead (check your manual for instructions).
- Gently clean the printhead contacts using a lint-free cloth and distilled water.
5. Check Printer Settings:
- Make sure the color settings are not set to grayscale or black and white.
- Ensure that the print quality is set to the highest available to see if blue prints in higher quality settings.
6. Software and Firmware Updates: Update the firmware on an HP printer
- Ensure that the HP printer software and the printer firmware are up-to-date. Updates can sometimes resolve printing issues.
7. Test Another Document:
- Try printing different documents (images, text with blue elements) to rule out the possibility that the issue is specific to a certain file.
8. Print a Diagnostics Page:
- From your printer menu or HP Smart app, print a printer diagnostics or quality report to see if the blue color prints at all on test pages. This can help identify if there are specific issues with the cyan ink.

I hope this helps.
Take care and have a good day.
