Hi @jfearn

Welcome to the HP Support Community! We're here to help you get back up and running.

Thanks for explaining the situation—when your HP OfficeJet 4650 powers on but only displays a blank blue screen with no menu or connection, it’s typically a firmware-level fault or controller freeze, especially if a standard reset didn’t help. This issue has been reported by other users and can sometimes be resolved with a deeper reset or firmware recovery.

Here’s a structured recovery plan to help bring your printer back to life:

Step-by-Step Fix for Blue Screen on HP OfficeJet 4650

1. POWER RESET

Let's do a power reset on your printer by following the steps below.

  • Press the Power button to turn on the printer.
  • With the printer turned on, disconnect the power cord from the rear of the printer.
  • Unplug the power cord from the wall outlet.
  • Wait at least 15 seconds.
  • Plug the power cord back into the wall outlet.
  • Reconnect the power cord to the rear of the printer.

Note: Please connect the printer directly to a wall outlet.

If the printer does not turn on by itself, press the Power button to turn it on.

2. Check for Firmware Recovery Mode

If the screen remains blue but the printer is recognized by your PC:

  • Download the latest firmware from the HP OfficeJet 4650 Driver Page
  • Connect the printer via USB
  • Run the firmware updater—some users have reported success even with a blank screen

3. Inspect for Internal Faults

If the printer doesn’t respond at all:

  • Open the cartridge access door and check if the carriage moves
  • Listen for startup sounds (fan, motor, carriage movement)
  • If completely silent, the issue may be with the main board or display controller

I’m here to assist. Let’s get your OfficeJet 4650 back to full functionality.
