Cartridge Problem 'Remove and reinstall the indicated cartridge'

I have the 'Cartridge Problem' Error message that I have seen on here before, but was only solved by sending a new cartridge out. 

The exact error message is 'Remove and reinstall the indicated cartridge, making sure it is correctly installed'. 

This is the black cartridge.

I'm on Mac OS Mojave 10.14.3

The idea that I have to pay £17.99 just to get a phone call with some technical support is infuriating. Especially when the support bot is so broken, and the previous solution was answered by HP support sending a cartridge. 

I have 'instant ink' and they will not send until this is resolved.
