Cartridge Regionalization Reset - Won't Work

I have an OJP 8620 that will is in need of a regionalization reset (cartridges are "incompatible").  

When calling HP, the technicians reference a procedure of "right clicking" inside of the HP Smart computer application and selecting "regionalization reset".  I've tried running this procedure on 3 computers (1 Macbook Pro, 1 Dell Windows-based laptop and 1 windows-desktop) and the process hasn't worked on any of the 3.  

 

Anyone else have a solution or a similar problem?  HP wants me to buy a new printer when the one I have is working perfectly outside of their systematic/planned obsolescence of a 5 year old machine.

Are the printer and the ink cartridges bought in the same country?

If yes, region reset does not apply. It is performed only if the printer and the ink cartridges are bought in different countries/regions.

Perform the steps mentioned in this document - HP Printer Does not Print and Error Indicates Faulty Ink Cartridge

 

And, the steps to perform the reset is similar.
