Welcome to the HP Community --
It's generally considered better for the printer to be left "on" and let printer go to sleep into a low-power mode.
Sleeping lets it wake up if necessary for self maintenance and it usually is less disruptive to connection and operation.
Booting the printer from an "Off" condition forces it into a more extensive self check, might use a bit more ink to check and calibrate the ink cartridges.
The switch is on the back -- No idea "why" -- probably less expensive or makes sense for internal layout. ?
