HP Color cartridges won't print after paper jam

HP Officejet Pro 8600 Plus

HP color cartridges used to print.  We cleared a paper jam. Removed and cleaned color and black cartridges. Removed holding case and cleaned. Re-inserted all .  Pop up window says: "Printer failed.  There is a problem with the printer. Turn off then on" Which we did but still same window.  Advise please.
