I am not sure was trying to get something to scan. I have turned it off and on and still just get this blinking message. I am connected to the internet on my computer and router. Cannot do anything. MY printer is an 

Envy 5535 all in one that is 8 years old. I use instant ink.

HP Recommended

Power off the wireless router. Remove the ink cartridges. Wait for 30 seconds. Plug in the power cord to the printer.
